It's not possible to display multiple offers at the same time. Having multiple offers displayed can be distracting for your customers, ultimately resulting in a lower conversion rate. However, you can still offer multiple products in a single offer. Simply add all the products you'd like to offer your shoppers from the Offer Product section in the Content Tab of the Offer Builder and then choose the layout, stacked or as a clickable/swipeable carousel.

To select the layout, navigate to the Appearance Tab > Offer Box > Layout

As only 1 offer will be shown at any given time, you can modify your conditional logic as follows to ensure that your shoppers always have the opportunity to add an upsell to their cart:

Offer 1: Show Product A when the criteria are "cart contains product B". Offer 2: Show Products A, and B when the condition is "cart contains product C". Offer 3: Show Products A, B, and C when the condition is "cart does not contain product A, B, or C.
